BOARD ADDS MIDDLE SCHOOLS TO KHSAA GOVERNING AUTHORITY

(FRANKFORT, Ky.) – At its meeting today, the Kentucky Board of Education gave final approval to a regulation designating the Kentucky High School Athletics Association (KHSAA ) as the agent to manage both high school and middle school athletics in the state. The regulation, 702 KAR 7:065 now includes requirements for coaches, medical training and policies, limits on games and competitions, and the requirement for sports physicals for middle schools. The regulation also implements revisions to the KHSAA Bylaws and Constitution.
Also at today’s meeting, AdvanceKentucky announced a new cohort of 10 schools involved in the AP Teacher Training and Incentive Program for 2013-14 school year. That brings total participation to about 42 percent of the high schools in the state. The AdvanceKentucky initiative is designed to increase the number of students taking Advanced Placement (AP) courses and passing AP exams. Based on 2012 AP exams, the percent of AP qualifying scores in Kentucky has increased 86 percent since the inception of the program – the most of any state in the nation.
Two new board members were sworn in at today’s meeting. Franklin District Court Judge Phillip Shepherd administered the oath of office to Trevor R. Bonnstetter of Mayfield, and Grayson R. Boyd of Williamsport who were recently appointed to the board by Governor Steve Beshear.
The board also heard the first reading of:
• 704 KAR 3:303 that would incorporate the Next-Generation Science Standards in the Kentucky Core Academic Standards.
• 702 KAR 1:115 , annual in-service training of district board members that adds requirements for annual training in ethics and school finance. Commissioner Terry Holliday also indicated he would seek legislation that would require minimum competency requirements for local school board members.
• 704 KAR 3:035 , to move toward a comprehensive system of professional learning.

So what does this mean for Middle School wrestling? Will School teams still have to buy USA cards now that the KHSAA will be over them? What does this do the override of the 5-match rule? Does this mean the state will be providing their tiny, crappy, ribbonless medals or will the Middle School Finalists still be getting those big, awesome medals? Will they institute weight management like high school? How does this effect Club teams? Anyone have the answers?

So will kids not in the 6th grade still be eligible to compete?

Yes

What impact will this have on youth wrestling both youth and middle school and middle schoolers wrestling both middle and high?

None

Why do you say that?

Is the KHSAA going to take over the State Tournament, Districts and Regionals?

If so, will KHSAA let club teams in the post season tournaments? If a club team feeds a high school, and the KHSAA says they now have to be a school sport to participate under KHSAA, what if that school doesn't want to make that club team a school sport. They may not want to take on the extra expense to have another school sport.

So now you have a club team that may fold.

Or you will end up having a bunch of school teams convert over to club teams to participate in the KSWA State Tournament. Thats another issue, will there be two different state tournaments. Will KHSAA purchase state finalist singlets for the kids or give them very nice awards like the KSWA does?

Even if nothing changes. You may have schools and their adminstrations think they now have to make their club programs be school sports. This could effect a lot of things for a club program,  especially the funding part of it. They might make these club teams school teams but with limitations on where these teams can go and what tournaments they can get it due to cost. I see this as a problem if you are trying to make your wrestlers and your program better.

Sorry I wasn't trying to post the wrong thing, just what was pertant to wrestling, but my questions remain the same.

What does this mean for Middle School wrestling? Will School teams still have to buy USA cards now that the KHSAA will be over them? What does this do the override of the 5-match rule? Does this mean the state will be providing their tiny, crappy, ribbonless medals or will the Middle School Finalists still be getting those big, awesome medals? Will they institute weight management like high school? How does this effect Club teams? Anyone have the answers?

I will have all those answers at the state meeting, everyone needs to relax a bit as there will be very few changes to MS wrestling in the state of KY due to the proactive efforts of the KSWA the last few years.

What does this mean? I think the most obvious thing is that 16 man state tournaments done in a day are going to change. KHSAA subscribes to the NFHS rules so the 5 match rule will have to apply. Lose in the first round and this comes into play.

I think this is a great thing but I'm in the minority it seems.

In Indiana where I reside, middle school wrestling is not under a singular governing body.  Weight classes can be different from one part of the state to the other.  Northwest Indiana has their middle school season during the high school year while the rest of Indiana has the middle school season begin in January a couple of weeks prior to the start of our high school sectionals.  Indiana has a state middle school tournament that is operated by the Indiana High School Wrestling Coaches Association.  In other word, no uniformity for middle school wrestling.  I like to see some uniformity come to middle school wrestling in Indiana.  Kentucky is making the effort toward that direction.  I hope you folks in Kentucky will succeed in bringing uniformity to middle school wrestling in the Bluegrass state & be uniformity that all can live with.

That is the big reason for concern. Right now we have a good system where the coaches around the state come together and provide direction for our association to make positive change focused on the kids. There is concern that the khsaa will take over and focus on the bottom line and use a cookie cutter approach that will hurt wrestling. I am working to get all the information I can and share it with everyone next month.
