I believe that that is it for KY, you can probably find some out of state tournaments in OH, or IN.

Honestly it just depends on the level of competition your looking for.  The NHSCA pre-season nationals is in October i believe, thats always a good tournament to get you some matches before the season.  Look on the USAwrestling.com (i think thats right someone correct me if i am wrong). On there you can find a tournament fairly close to KY that probably has good competition.

Your link appears not to be working.  However, the Ohio State Fair attracts many participants across state lines.  I used to go to it even though I was from Michigan, and I wrestled a person in the 17-18 division that was from Ontario and another person in the 15-16 division (I wrestled both the same year as they were two different days) from California.  In later years I brought my little causin there and he had like 15 others on his pee-wee bracket.
